LOCKHEED MARTIN JOINS TEAM IN CELEBRATING PRESTIGIOUS
PACKARD AND WELCH ACQUISITION AWARDS

The Passive Attack Weapon (PAW)
Team, part of the Area Attack Systems Program
Office at Eglin Air Force Base Fla., has
received two prestigious industry acquisition
awards -- The David Packard Excellence in
Acquisition Award from the Department of Defense
(DoD) and the John J. Welch, Jr. Award for
Excellence in Acquisition from the U.S. Air
Force. Lockheed Martin [NYSE: LMT] supported
rapid-response development of PAW to include
production of the Wind Corrected Munitions
Dispenser (WCMD).
“The PAW Team provided our warfighters with a
timely, effective strike capability utilizing
the WCMD baseline,” said Judy Stokley, Air Force
Program Executive Officer for Weapons. “These
awards reflect the DoD and Air Force’s
recognition of the superior management and
coordination required to meet very stringent
requirements.”
The Packard award recognizes DoD, civilian
and military organizations, groups and teams who
have made highly significant contributions and
demonstrated exemplary innovations in the
defense acquisition process. The award is named
in honor of the late David Packard, a former
Deputy Secretary of Defense during the Nixon
Administration and strong advocate for
excellence in defense acquisition practices.
The Welch award, named after John J. Welch,
Jr., Former Assistant Secretary of the Air Force
for Acquisition, is presented annually in
recognition of superior management-level
achievement through teamwork. The PAW team’s
selection is the first program at Eglin Air
Force Base to receive the Welch Award.
In support of the PAW effort, the PAW team
modified the baseline tail kit hardware and
software to a passive attack configuration and
installed tail kits on dispensers. The team also
documented, fabricated, and installed more than
200 PAW tail kits in less than six months while
maintaining delivery and installation of the
baseline WCMD tail kits.
The WCMD program was established in 1994 to
develop an autonomous bomb guidance system that
could provide delivery accuracy of cluster
munitions in adverse weather. Lockheed Martin
Missiles and Fire Control was selected as lead
contractor. As a designated Acquisition Reform
Lead program, acquisition processes were
streamlined and new, innovative procedures were
instituted in order to develop, test, and
deliver a revolutionary air-to-ground weapon
with unprecedented accuracy and reliability.
Because of these bold measures, the program is
currently ahead of schedule and under cost.
“We’re proud to be associated with the PAW
Team and congratulate them on these two
prestigious awards,” said Randy Bigum, Lockheed
Martin’s vice president for Strike Weapons.
“These awards validate the progress underway in
strengthening the acquisition process and
procedures will enable our warfighters to
benefit from state of the art technology as soon
as possible.”
Bigum also noted that these awards build upon
momentum on other improvements made in
acquisition as evidenced in other Lockheed
Martin industry teams. Last year, Lockheed
Martin received two Packard awards as a member
of the Joint Air-to-Surface Standoff Missile (JASSM)
team led by the U.S. Air Force and the Theater
High Altitude Area Defense (THAAD) logistics
team led by the Missile Defense Agency.
